북한 '인공위성' 발사

북한이 남한의 국내정치, 특히 대선에 개입하고자 했다? 이런 분석은 너무 나간거 같다. 그럼에도 불구하고, '북한요인'이 남한 대선에 영향을 줄 수는 있을까? 근데, 이것은 오히려 우리에게 달려 있다고도 볼 수 있다. '북한요인'을 국내정치에 이용하고자하는 관성은 정치권에도 언론에도 뿌리깊게 남아있다. 다만, 그 효과는 불투명하다는 것도 이전 사례들을 통해 확인할 수 있다(가장 최근의 예가 천안함 사건과 지방선거).   사실, 북한이 '현재의 남한'이 안중에나 있을까 회의적이다. 대외적 의도가 있었다면, 미국과 관련된 부분이 클 것이다.   북한 행동에 대한 분석과 예측은 북한이 얘기해 온 것들, 지금까지 한 행동을 '있는 그대로 보는 것'에서 부터 시작해야하는게 아닐까 싶다. 북한의 입장과 북한의 논리...   이면에 뭔가 대단한 '음모'와 '암투'가 있을 거라든지(술안주거리로는 좋을지 모르지만),,, 혹은 선입관을 갖고 정보를 접한다든지(그러다보니, 당장 어제저녁에는 기술적결함땜에 발사 어렵다는 보도가 나왔다),,, 그래선 냉정한 대응도 어려울거다. 근데, 가만보면 '일반국민들'이 더 현명하게 대처하고 있는거 같기도 하다.   * 그럼에도 불구하고 꼭 짚고 넘어가야 할 것. “1단 추진체 수리중이라더니…” 靑·국방부·국정원 ‘깜깜이’<헤럴드경제> http://news.heraldcorp.com/view.php?ud=20121212000553&md=20121212112703_AN     A surprisingly successful North Korean rocket launch

NK rocket reaches orbit; UN Security Council will convene an emergency meeting 　 North Korea’s Dec. 12 attempt to launch a rocket appears to have been successful. The rocket followed its intended trajectory, according to South Korean Ministry of Defense.     North Korea’s Korean Central News Agency reported, “The second version of satellite Kwangmyongsong-3 successfully lifted off from the Sohae Space Center by carrier rocket Unha-3 on Wednesday. The satellite entered its preset orbit.”     The North American Aerospace Defense Command (NORAD) released a statement saying that North Korea appeared to have launched an ‘object’ into orbit.     “North American Aerospace Defense Command officials acknowledged today that U.S. missile warning systems detected and tracked the launch of a North Korean missile at 7:49 p.m. EST,” NORAD said in its statement. “The missile was tracked on a southerly azimuth. Initial indications are that the first stage fell into the Yellow Sea. The second stage was assessed to fall into the Philippine Sea. Initial indications are that the missile deployed an object that appeared to achieve orbit. At no time was the missile or the resultant debris a threat to North America.”     The three-stage rocket was launched from the Dongchang village launch pad at 9:51 a.m. (local time), with its first stage falling in the Yellow Sea, and its second stage in waters off the Philippines, according to South Korean officials.     South Korea’s defense minister Kim Kwan-jin said that the first two stages of the rocket appeared to have separated successfully.     When asked about preparations for the Wednesday launch, Kim said, “We were always preparing.”   The launch came as a surprise, as on Dec. 10 North Korea extended the launch window by one week. Also, there were news reports on Dec. 11 that the rocket had been disassembled for transfer. Some South Korean government officials said called the North Korean announcement of postponement a deliberately deceptive move.     The successful launch is likely meant to show the North Korean regime’s launch capability before the first anniversary of the death of former leader Kim Jong-il on Dec. 17.     North Korea says their rocket is aimed at putting a satellite in orbit, but South Korea, the U.S. and other nations see the launch as a cover for a test of ballistic missile technology, which violates U.N. Security Council resolutions 1718 and 1874.     The South Korean government called the launch a “threat to the peace and stability of the Korean peninsula and the world.” The U.S. government called it “a highly provocative act” that is “yet another example of North Korea’s pattern of irresponsible behavior.”     The UN Security Council is expected to convene an emergency meeting on the morning of Dec. 12 (EST), as requested by South Korea.   　 <경향신문>  북한은 이날 오전 9시51분쯤 평안북도 철산군 동창리의 로켓 발사장에서 장거리 로켓(은하 3)을 발사한 것으로 군 당국의 이지스함 레이더에 탐지됐다. 올해 4월 광명성 3호 발사 실패 이후 8개월만의 장거리 로켓 발사다. 북측은 약 1시간30분만에 로켓 발사에 성공했다고 공식 발표했다. 앞서 북한은 로켓 발사 시기를 당초 이달 '10~22일 사이'에서 29일까지로 연장한다고 발표한 점에 미뤄 발사시기가 늦춰질 것으로 정부 당국은 예상했으나 허를 찔린 것이다. 특히 분리된 북한의 장거리 로켓 1단 추진체가 변산반도 서쪽 서해상에 떨어졌고, 2단 추진체는 10시5분쯤 필리핀 해상에 떨어진 것으로 알려졌다. 일본 정부는 필리핀 동쪽 300㎞ 태평양 해상에 낙하한 것으로 보인다고 추정했다. 추정 낙하지점은 북한이 국제해사기구(IMO) 등에 통보한 범위에 들어간 것으로 보인다. 추정이 사실로 드러날 경우 북한 로켓이 3단체를 분리해 사거리(약 1만km 추정) 연장에는 성공한 것으로 해석된다. 다만 아직 대기권 밖의 궤도 진입에 성공했는지는 파악되지 않고 있다.
